Have you looked at the tooltips that appear when you hover the labels of each field (on the left) with the mouse?

The 'Max distance (@XX%)' (but it can be another criteria) is the criteria to consider that points are part of the same 'facet' (e.g. 99% of the points are at a maximum distance of 0.2 m from the average plane).

And the 'Max relative distance' parameter is for the fusion of kd-tree cells (we first subdivide the cloud in very small chunks (kd-tree cells) based on a local planeity criteria). And then the algorithm fuses the nearby cells so as to form 'facets' (as long as the above criteria is met). It's a bottom-up approach.
