In 2.12 (alpha):
1. Load point cloud created in 2.11.3
2. Load viewports created in 2.11.3
3. Select viewports and prepare to create a movie.
4. Select a viewport in "Animation steps" - point cloud is correctly repositioned.
5. Start movie creation by clicking "Render" and point cloud is not correctly repositioned for each frame - I could be wrong but it looks like each frames "Camera/eye centre" is being set to "Rotation Centre".
Also because there have been some changes in how point clouds and viewports are saved that are not backward compatible with 2.11.3 I can't revert to 2.11.3 to generate videos of point clouds saved in 2.12 (alpha).

So it's not really a "bug". If you look at the console, you should see a warning about the fact that viewports could not be reloaded properly (as we have changed many things in the 2.12 version regarding display and camera management - we miss some information in the old viewport structure).
So you have no choice but to re-create them in 2.12.
(and of course, if you have an old file with viewports from the 2.11 version (and saved with the 2.11 version), you can still use the 2.11 version ot generate the animation).
