Do we can get intersection of two point cloud in CloudCompare,
as such to calculate Dice Coefficient, the formula is attached

It all depends how you define the 'intersection' of 2 point clouds?
If it's the intersection of the shapes, that may be tricky (CC has plugins to compute the union or intersection of closed meshes only).
Or if you define the intersection as the points which are very close, then you can use the 'C2C' distance computation (and keep only the points that are close to each other).
