Transform point cloud coordinate system

I have question is it possible to transform point cloud using definition of coordinate system (EPSG)?

Not directly. But of course if you are able to express it as a transformation matrix (or at least a translation vector) then you can either use the 'Edit > Apply transformation' tool or the 'Edit > Edit Global Shift & Scale' tool.
