2.11.2 broke pcd again

Hi,
The pcd import was working for 2.10.0 and 2.10.1 but is returning an error again on 2.11.2. I checked and the qpcl library disappeared after the download.

Oops... this plugin takes so long to compile that I deactivate it often, and I almost often forget to enable it again for the releases ;)

I've updated the 2.11.2 binaries online (without changing the version, so as to avoid noise).
