How OFFSET perimeter points

Hi
I have perimeter points (green)
Please how to offset these points to (red)
I tried SCALE but it is not the right tool

Maybe Daniel can correct me if I'm unaware of a CC tool to do this, but I don't believe perimeter offsetting is available in CC.
you can try out
http://www.angusj.com/delphi/clipper.php or github version of the same tool
https://github.com/skyrpex/clipper and see if the tool gives the results your after. If it does then someone could possibly look into making a CC plugin

CLIPPER is exactly what I need but it is not easy to use .
its binary program can not load or save any dxf svg etc

Sadly, I confirm that CC cannot do this...
