Why is my Display settings different than others? Can't adjust the digital accuracy?The global display is My screen

I believe the fields are just on the right side, you have to use the horizontal slider at the bottom of the dialog to show them.

And as to why you have this strange display, this may be because you are using a non-default Windows style, or something like that?
