Point cloud density calculations

I have a question, following on from this one. Regarding surface density, how it the plane of the circle defined? Are all points flattened (z=0) or something, so that neighbours in the circle can be counted, or something else?

So there's no plane or transformation of the cloud. We simply assume the local shape of the cloud is more or less planar, and use an arbitrary unit surface which is the surface of the circle of the input radius. It's an approximation.
